Abstract: This paper adopts a systemic approach to developing a holistic view in order to facilitate an understanding of the security and usability issues relating to the implementation and adoption of biometric passports. The main focus is to establish whether the proposed use of the biometric technologies should be used both for identification and authentication of the holder. Using the UK’s National Identity Scheme (NIS) and National Identity Register (NIR) initiatives as a case study, we explore their proposals in the international context.
